If your photo thumbnails are not displaying and it is just showing picture icons. Please follow the steps below:
1) Open file explorer
2) Select the three dots ... to open the menu then select options
3) Select the view tab and then ensure that "Always show icons, never thumbnails" is unticked.
4) Select Apply
